COMMITTEES

A. Civil Defence

Civil Defence with 12 auxiliary service involves the functions of number of Ministries. Policies are evolved in consultation with each other. There are three committees at different levels under the Ministry which formulate civil defence policy and coordinate and supervise measures for implementation.

i) Home Minister's C. D. Advisory Committee
ii) Home Secretary's C. D. Committee
iii) CD Joint Planning of Staff Committee

B. Fire Service

Standing Fire Advisory Council (SFAC) with DGCD as Chairman and Chief/Heads of Fire Services of all States/UTs as members, is the highest committee to advise on all aspects of development of Fire Service in the country.

SUB-ORDINATE OFFICES/TRAINING ESTABLISHMENTS

There are sub-ordinate training establishments, viz., National Fire Service College (NFSC) and National Civil Defence College (NCDC) at Nagpur which operate under this Ministry. Upto 1985, DGCD was the Head of Department for the two colleges. Thereafter, Directors of the respective Colleges have been declared as Head of Department for smooth functioning. The Colleges now directly operate under the administrative control of the Ministry. DGCD only advises them on technical and training matters.
